Urge Elected Officials to Oppose a Cut to Case Mix Adjustments
Medicaid State Plan Amendment (SPA) #19-0033
The final 2019-20 state budget required the Department of Health to convene a Nursing Home Acuity Workgroup to consider possible changes to how Medicaid rates are adjusted for resident acuity (i.e., case-mix). At the first Workgroup meeting, DOH revealed that it planned to revise the case-mix determination for the July 1, 2019 rates by using all Medicaid resident assessments conducted between Aug. 8, 2018 and March 31, 2019, rather than using the longstanding approach of a snapshot of the Medicaid residents on a given date. DOH’s goal is to generate $246 million in Medicaid savings in the current fiscal year.
LeadingAge NY has reached out to the Centers for Medicare & Medicaid Services (CMS), the NY Congressional Delegation, and the entire NYS Legislature urging rejection of this approach. Now, we need LeadingAge NY member organizations, staff, and board members to reach out directly to their state lawmakers and ask them to urge Governor Cuomo to suspend this proposed cut to Medicaid payments to nursing homes!
