DataPoint: New Survey Process Results

A LeadingAge NY analysis of nursing home surveys conducted after the implementation of the new survey process on Nov. 28, 2017 revealed that fewer total surveys were completed and fewer total deficiencies were cited statewide when compared to the same timespan one year earlier. During the first six months of the new survey process (December 2017 through May 2018), 717 health deficiencies were cited, while during the prior year (December 2016 through May 2017), 1,137 nursing home citations were issued during the periodic surveys. The average number of deficiencies per home surveyed statewide was 5.1 under the new process, which was very close to the prior year average of 5.3. The Central New York region saw the biggest decrease in average number of deficiencies per home when compared to deficiencies cited the previous year, falling from 8.9 to 5.8. The average number of deficiencies per survey in the Rochester, Northeastern New York, and Hudson Valley regions all increased. Nursing homes in the Rochester region were cited 5.8 times per 100 beds, making it the most cited region overall and per 100 beds under the new survey process. In contrast, the New York City region received the fewest deficiency citations per 100 beds (1.3). Statewide, the median number of citations under the new survey process was four deficiencies per home, which was the same as the prior year.
