BFCC-QIO Changes Require Action by Health Care Providers

Livanta, the Beneficiary and Family Centered Care-Quality Improvement Organization (BFCC-QIO) for Medicare Region Two, which includes New York State, was recently awarded a new five-year contract by the Centers for Medicare and Medicaid Services (CMS). BFCC-QIOs handle Medicare appeals and quality of care complaints. The new contract term requires Medicare providers – including nursing home, home care, and hospice providers to complete and sign a new Memorandum of Agreement (MOA) with Livanta by June 8, 2019. A separate MOA is required for each CMS Certification Number (CCN) under which an organization operates.

On May 28, 2019, Livanta issued a Provider Bulletin regarding the requirement that can be accessed here. This document outlines the process for completing and submitting the MOA. To link directly to the MOA form (which begins on page 2 after a page of instructions), click here. A separate Livanta bulletin, available here, reminded providers to make sure that beneficiary notices provided to residents and patients list the appropriate Livanta contact information (for New York State: Livanta LLC 1-866-815-5440, TTY 1-866-868-2289).
