Understanding Your SNF VBP Score Report

As the time for distribution of the FY 2020 Medicare Value Based Purchasing (VBP) scores approaches, the Centers for Medicare and Medicaid Services (CMS) is providing a learning opportunity for nursing homes to become more familiar with VBP Performance Score Reports. CMS staff will present a high level summary of the program and provide information on FY 2019 results, the first year of the program.  

The Medicare Skilled Nursing Facility (SNF) VBP program withholds two percent of Medicare Part A payments and redistributes 60 percent of the withheld funds to homes based on their performance on a specified hospital readmission measure. CMS calculates VBP multipliers for each home, which is applied when Part A rates are paid. In FY 2019, VBP multipliers ranged from .9803 to 1.0165, meaning top scoring homes saw a net increase in their rates. CMS distributes the multipliers to each home as part of the VBP Score Report which also contains detailed information on residents included in the calculation.
