SNFs Should Review their Capital Rate
The Department of Health (DOH) has posted 2018 nursing home Medicaid capital preview rates on the Health Commerce System (HCS) for nursing homes to review. To access them, log into HCS, navigate to the “Nursing Home Rate Sheets 4/2009-Forward” section, and select "2018 Nursing Home Capital Preview."
We urge members to review the capital calculations without delay. Members who identify errors should submit a corrected rate calculation and supporting documentation along with the signed attestation form (available here). Correction calculations that conform to DOH policies and regulations will be used as the home’s 2018 capital rate subject to audit by the Office of the Medicaid Inspector General (OMIG). Providers who are requesting corrections should refer to the Capital Rate Setting Webinar materials and Capital Rate Setting FAQs available here on the Nursing Home Cost Report section of the HCS.
The Dear Administrator Letter that accompanies the preview rate sheet posting is available here. Please note that DOH is requesting that ALL homes, including those that agree with the DOH calculation, submit a signed attestation form.
Attestations are due by Fri., Oct. 13th and should be submitted to nfrates@health.ny.gov with “2018 Capital Preview Attestation” in the subject line.
