Rosters Due Friday
Fri., April 6th is the deadline for nursing homes to upload their Jan. 31, 2018 census rosters that will be the basis of acuity adjustments to the July 2018 Medicaid rates. The submissions must be done through the Health Commerce System (HCS) and be followed by an emailed certification to primail@health.ny.gov by April 13th. Guidance for submission is outlined in a document titled Policy and Procedure for Processing the MDS Assessment Data for Medicaid Rate Setting Purposes, available in the "MDS for NF Reimbursement" section of the HCS. With DOH staff engaged in state budget negotiations these past weeks, we have heard from several members that responses to upload questions have been slow in coming. As in prior submission cycles, we are compiling a list of members that have reached out to DOH and will share that list with the Department to help ensure that concerns are addressed. DOH staff have been helpful and effective in resolving record matching and most other submission problems in past cycles, and we expect them to take the same approach this year.

With passage of the State Budget and the start of a new state fiscal year, we anticipate that the January 1, 2018, Medicaid rates that have been awaiting approval by the Division of the Budget (DOB) since January will be approved shortly.
