Nursing Homes Have Until Nov. 28th to Review NHQI Scores

(Nov. 25, 2025) Nursing home members have a few more days to review their 2024 Nursing Home Quality Initiative (NHQI) preview score sheets that the Department of Health (DOH) posted to the Health Commerce System (HCS) earlier this month. DOH requests that any feedback or questions be submitted to NHQP@health.ny.gov no later than Nov. 28th. Please keep in mind that this preview period offers providers the chance to review their facility’s scores and bring any potential errors to the attention of the Department. It is NOT an opportunity to update previously submitted data or to correct submission errors. When the 2024 NHQI is finalized, those in the best NHQI quintile will receive a bonus approximating 1.2% of their annual Medicaid revenue, while those in the bottom quintiles face a penalty that represents about 0.8% of Medicaid revenue. Please note that based on prior years’ experience, payment adjustments may not be made until March 2026.

The Dear Administrator Letter (DAL), available here, provides instructions on accessing and interpreting the NHQI preview score sheets. It also details the 2024 scoring methodology. While substantive questions should be addressed to DOH, please reach out to us if you have process or payment questions. Please note that this is separate and distinct from the 2026 Medicaid capital rate review, which should be completed by Dec. 3rd.
