Nursing Home Cost Report Submission Dates Approaching

We remind nursing home members that the 2020 Medicaid RHCF-4 cost report due date is July 20th. Hospital-based homes that file the short-form RHCF-2 have until Aug. 2nd to submit, which aligns with the due date for the Institutional Cost Report (ICR) filed by the sponsoring hospital. The associated Dear Administrator Letter (DAL) is available here. Note that the DAL includes an erroneous reference to an "attached schedule" that the Department of Health (DOH) asks be disregarded  no schedule accompanied the DAL. The DAL also does not reflect the extended RHCF-2 due date, which DOH communicated by email.

While DOH has been silent on the possibility of extensions, we urge members to contact DOH at RHCF-HCS@health.ny.gov without delay if unable to file by the deadline. We have requested that the Department provide guidance for completing Adult Day Health Care schedules. Importantly, members should ensure that the individual who will sign the electronic certification has the necessary Health Commerce System (HCS) permissions in place well before the due date. Submission Guidelines and Cost Report Electronic Certification Access Instructions are posted in the NH Cost Report section of the HCS.

We urge members to be certain that their data is accurate and complete and that the cost report is filed on time. Incomplete data on the staff turnover schedule may impact eligibility for Advanced Training Initiative (ATI) funding, while inaccurate data on the capital schedules may result in erroneous capital reimbursement. Late cost reports may result in penalties and a reduction in a facility’s quality pool score.

The 2020 Medicare cost reports are due on Aug. 2nd for those organizations whose fiscal year aligns with the calendar year. This represents a blanket 60-day extension granted due to the pandemic.
