Nursing Home Reimbursement Update, September 2021

Additional 2 Percent Supplemental Payment/NHQI: The 1 percent supplement that moves in tandem with the Nursing Home Quality Initiative (NHQI) and would supplement Medicaid rates is under executive review. Payments will be made as a lump sum and likely include managed care volume in the same way as is done with the current supplemental payments and NHQI adjustments. The NHQI, 1 percent supplement, and the additional 1 percent payments are currently under executive review. There are no confirmed payment dates yet.

IGT: The State filed the Medicaid State Plan Amendment for Intergovernmental Transfer (IGT) payment to public homes at the end of June, but the Centers for Medicare and Medicaid Services (CMS) has not yet acted on it. Distribution amounts, which are based on proportion of 2019 Medicaid fee-for-service (FFS) days, are unknown until CMS approves. As in prior cycles, they will be made in two installments: fall and spring.

Medicaid Rates: The Department of Health (DOH) is working on 2022 preview capital rates that are expected to be circulated for provider preview in the fall.

The "Misc." line of the January 2021 rate sheet backup figures are close to being posted on the DOH website.
