DOH Processes 2017 CRA Reconciliation, Updates 2019 Reimbursement Amount

The Department of Health (DOH) has forwarded the results of the 2017 Cash Receipts Assessment (CRA) reconciliation to eMedNY. Payment adjustments will be reflected in Medicaid rate cycle 2197 (Sept. 30th check date, released on Oct. 16th). Please note that adjustments may be positive or negative depending on each individual home’s circumstances. The associated Dear Administrator Letter (DAL) is available here, and the back-up calculations are here. The DAL includes a correction request form should an error be identified in the DOH reconciliation calculation.

At the same time, DOH is updating the assessment reconciliation amount currently being paid through the fee-for-service (FFS) rate system to reflect the amount shown on the January 2019 benchmark rate list retroactive to Jan. 1, 2019. Note that these new amounts are based on assessment payments made in 2018. These new reimbursement amounts will eventually be reconciled to actual payments as well, likely in 2021 (as is being done for the 2017 CRA payments now). DOH is using 2018 amounts in hopes that it will minimize swings when the 2019 reconciliation is done.

We recommend that members review their figures for accuracy and verify that the correct amounts are reflected in the payment adjustments. Please let us know if you encounter discrepancies.
