Capital Attestations, ATI Applications Due Sept. 25th

Nursing homes and Adult Day Health Care (ADHC) programs are required to review their 2020 capital rate and submit an attestation requesting a correction to, or indicating agreement with, the State’s calculation by Sept. 25th. Failure to respond by the deadline could lead to a delay in rate updates.

The preview rates are posted on the Healthcare Finance Data Gateway section of the Health Commerce System (HCS) under the Collection “NH Rate Sheets 4/2009-Forward” and Package “2020 Capital Preview Rates.” The associated Dear Administrator Letter (DAL) is available here, and the attestation form is here.

All homes must submit a signed attestation either requesting a correction or indicating that no correction is needed. Homes requesting a correction need to submit supporting documentation. New this year is “Attestation Attachment 1,” a short form indicating the type of correction being requested. If multiple corrections are being requested, a separate “Attachment 1” must be submitted for each issue requiring correction. That form is available for download here.

Attestations should be submitted by email to nfrates@health.ny.gov with “2020 Capital Preview Attestation” in the subject line.

In addition, Sept. 25th is also the deadline for those homes eligible for Advanced Training Initiative (ATI) funding to complete the application indicating which training program(s) they intend to implement. The Department of Health (DOH) notified homes of their eligibility and the requirement to complete the application on Sept. 11th.
