Capital Attestation Forms Due Oct. 12th

A reminder that nursing homes have the opportunity to review and correct the 2019 capital rates that the Department of Health (DOH) has calculated. Nursing home and Adult Day Health Care Program preview Medicaid capital rates are available on the Health Commerce System (HCS) by selecting 2019 Capital Preview Rates under the heading NH Rate Sheets 4/2009-Forward. The Dear Administrator Letter (DAL) that describes the correction request process and includes the attestation form that all homes must submit is available here.

Homes that identify errors or omissions should submit a narrative describing the needed correction, a corrected rate calculation sheet, and supporting documentation along with the attestation. DOH will review the correction and, barring any violation of regulation or policy in the proposed calculation, will use the submitted correction as the 2019 capital rate. The correction will be subject to audit by the Office of the Medicaid Inspector General (OMIG).

DOH has indicated that capital rate sheets for most hospital-based homes are not posted and that a capital rate calculation has been sent individually to these homes.

Please note that all homes are required to submit the attestation, whether they are requesting a correction or not. All required materials should be submitted by email to nfrates@health.ny.gov by Oct. 12th. Questions regarding the process should be sent to this email address as well. We urge members to review the rates without delay and to contact us if they are unable to access information for their home.
