ATB Cut Payment Adjustment Scheduled for Next Week

As the health care community struggles with the challenges posed by COVID-19, LeadingAge NY is urging the State to increase rather than decrease critical funding. However, at this point in time, Medicaid providers should be prepared to see negative retroactive adjustments reflecting the 1 percent across-the-board (ATB) payment reduction for services provided on and after Jan. 1, 2020 in Medicaid payment cycle 2220 (check date of March 9th, release date of March 25th). Please keep in mind that the ATB cut is a reduction to the Medicaid payment, not the rate.

Nursing home members will recall that the State has at least temporarily reverted to the picture date methodology for establishing the case mix index that is used to adjust nursing home Medicaid rates. The current pandemic has delayed the collection of July 31, 2019 census rosters, which will eventually provide the basis for case mix adjustments to the Jan. 1, 2020 rates. The Department of Health (DOH) has signaled that it will be at least two weeks (and likely longer) before they issue the Dear Administrator Letter (DAL) with census roster submission instructions. The July 2019 rates currently being paid will continue until January 2020 rates are published.
