Are DSRIP Funds Assessable?

With a round of Delivery System Reform Incentive Payment (DSRIP) program payments being made in July, LeadingAge NY has sought guidance from the Department of Health (DOH) on whether DSRIP funding that nursing homes receive from a Performing Provider System (PPS) is subject to the 6.8 percent cash receipts assessment. DOH has not yet made a final determination on whether this funding is assessable but advises providers to list DSRIP funds received as non-assessable on their monthly assessment filings.

Members should note that although DOH requests that the funds be listed as non-assessable at this time, there has not been a final decision on their assessability, and DOH may require that the assessment be paid in the future.

Although long term care providers receive a small proportion of DSRIP funding, through DSRIP Year 2, PPSs have qualified for $2.4 billion in DSRIP funding, which represents 95 percent of possible funding.
