DOH to Host Webinars on Health Equity Impact Assessments

Recently adopted Health Equity Certificate of Need (CON) regulations will be the subject of a two-part webinar series hosted by the Department of Health (DOH). As previously reported, the Health Equity CON regulations apply to specified CON applications submitted by hospitals, nursing homes, and certain diagnostic and treatment centers (D&TCs) on or after June 22, 2023.

The first webinar will be held on Mon., Aug. 28, 2023 from 11 a.m. to 12 p.m. The first webinar of the series will be an in-depth review of the Health Equity Impact Assessment (HEIA) program documents with Department staff as well as time for questions and answers. Registration is available here. The second webinar will be held on Thurs., Sept. 14, 2023 from 1 to 2 p.m. Registration is available here. Webinar attendees are strongly encouraged to submit questions and comments here at least two business days in advance.

Under the regulations, CON construction applications that require "full" or "administrative" review, and all "limited review" applications that involve a substantial change in beds or services, are subject to an HEIA and review. Limited review applications are subject to HEIA requirements only if they involve a 10 percent or greater reduction or expansion of beds or services or change in location. Similarly, establishment applications are subject to HEIA requirements only if they involve a 10 percent or greater change in services or change in location.
