MLTC Plans Instructed to Submit Patient Attribution Files by Aug. 1st

The Department of Health (DOH) has asked managed long term care (MLTC) plans to submit their Patient Attribution Files for value-based payment (VBP) arrangements by Aug. 1, 2019. DOH will use these Files to calculate performance on the approved VBP Category 1 quality measures for each provider or VBP contractor.

The Patient Attribution Files should include all plan members who have four or more months of continuous enrollment from April 2018 through June 2019. Members should be attributed to the certified home health agency (CHHA), licensed home care services agency (LHCSA), or skilled nursing facility (SNF) which had the most frequent contact with the member and, therefore, the ability to impact the member's avoidable hospital admissions and other VBP quality measures. Services delivered through Consumer Directed Personal Assistance Services (CDPAS) should not be included in the Attribution Files.

The attribution methodology and Patient Attribution File layout is included in Section III of the 2019 Value Based Payment Reporting Requirements Technical Specifications Manual. Plans should submit Files to DOH via Secure File Transfer 2.0 to the Health Commerce System (HCS) Office of Quality and Patient Safety (OQPS) MLTC Evaluation mailbox.
