DOH Changes Review Process for Member-Facing Materials

In an email to Managed Long Term Care (MLTC) plans, the Department of Health (DOH) notified plans of a change in how member-facing materials are submitted, reviewed, and approved. Effective Jan. 2, 2024, MLTC plans must submit all member-facing materials subject to the Department’s review for Medicaid Lines of Business to mltc.docs@health.ny.gov. Member-facing materials include, but are not limited to, model notices, template letters, and marketing materials. The previous email address, mltcmodelnotices@health.ny.gov, will no longer be used.

The Bureau of MLTC has developed two new coversheets: a Template Coversheet and a Medicaid Advantage Plus Integrated Notice Coversheet. Plans must include the designated coversheet when submitting any Template, Model, or Integrated Notices. There are now three coversheets, which will be posted here.

Please note that this change does not impact Programs of All-Inclusive Care for the Elderly (PACE), which will continue to submit their materials to the Centers for Medicare and Medicaid Services (CMS) Health Plan Management System (HPMS). The new process does not impact the submission of policies and procedures for MLTC plans. These should continue to be submitted to the plan manager for review.
