CFCO Implementation Scheduled for July 2019

During a Dec. 20th webinar, the Department of Health (DOH) announced that Community First Choice Option (CFCO) services that had been scheduled for January implementation will now be added to both the fee-for-service and Managed Long Term Care (MLTC) benefit package (Partial Cap, MAP, and PACE) starting July 1, 2019.

DOH has finalized several draft guidance documents circulated earlier in the year on which LeadingAge NY submitted comments. This includes three services: Assistive Technology and Environmental and Vehicle Modifications. The documents are posted on the DOH CFCO website here. DOH indicated that comments were taken into consideration, and while we are still reviewing the revised materials, certain issues have been addressed. For example, the documents specify that managed care plans are NOT required to collect bids for these services.

Also posted are the final Person Centered Service Planning (PCSP) guidance document, an optional PCSP template, several draft guidance documents covering other services, and a listing of rate codes and HCSPCS codes for CFCO services (direct link here). We have requested DOH staff to share information on how reimbursement for these services will be reflected in MLTC rates as soon as possible to facilitate contract discussions between plans and potential CFCO services providers.

The slides from the presentation will be posted on the CFCO web page as soon as some updates are made to them. DOH plans to hold a webinar for managed care organizations on Jan. 3rd to discuss rate codes, one on Jan. 18th to discuss RR/E code procedures, and one in mid-January to address general questions, although we recommend that members check the website for potential schedule changes.
