Review New and Proposed HUD Rules in Upcoming LeadingAge National Workgroup Calls

May 25th, 1 p.m. ET: HUD NSPIRE Final Rule

On May 11th, the U.S. Department of Housing and Urban Development (HUD) published the final rule to establish its new approach to defining and assessing housing quality, the National Standards for the Physical Inspection of Real Estate (NSPIRE). The final rule describes the development of NSPIRE and HUD’s next steps before the system is implemented on Oct. 1st for multifamily and voucher programs (and July 1st for public housing).

The NSPIRE administrative notice will replace all Uniform Physical Condition Standards (UPCS) guidance previously issued by HUD’s Real Estate Assessment Center (REAC) and will outline the updated process for inspections, submitting evidence of deficiency correction, technical reviews, administrative referrals, and other administrative requirements. It will also include the process HUD will use to gather resident feedback on property conditions and participation in the inspection process.

June 22nd, 1 p.m. ET: HUD Proposed Changes to Accessibility Rules in Affordable Housing

On April 25th, HUD announced its intention to update regulations requiring accessibility features and prohibiting disability discrimination in HUD-assisted housing. HUD’s Advance Notice of Proposed Rulemaking asks for public comments on HUD’s existing regulations implementing Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of disability in programs and activities receiving federal financial assistance from HUD. In the Advance Notice, HUD acknowledges the need to align HUD’s Section 504 regulations with environmental, societal, and technological advances and emerging issues.

LeadingAge National will host a workgroup call with members on June 22nd at 1 p.m. ET to discuss feedback for HUD on disability and accessibility in affordable senior housing. Public comments are due to HUD by July 24th. Members may learn more about the workgroups, and how to register, here.
