Mandatory TRACS User Recertification Begins Sept. 1, 2017

Beginning Sept. 1, 2017, Tenant Rental Assistance Certification System (TRACS) recertification will be required for all TRACS users who need access to TRACS data. It is mandatory that coordinators certify all TRACS users no later than Dec. 31, 2017. Users who are not certified by Dec. 31, 2017 will no longer have access to TRACS. TRACS system users must also reactivate user accounts after 90 days of inactivity. The afore-referenced “90-Day Rule” commenced on July 28, 2017, meaning TRAX/iMAX deactivations for users with 90 days of inactivity will begin on Oct. 22, 2017.

Through the recertification process, coordinators will be able to certify roles and accounts for specified users. Recertification and reactivation must be performed through the TRACS Recertification Subsystem that is available through Secure Systems/TRACS. The TRACS Recertification Subsystem was introduced in March 2017 at the TRACS Industry Working Group Conference in Washington, D.C., and a revised version was released into production in July 2017.

The requirements that TRACS system users (M-id or I-id holders) recertify annually and reactivate user accounts after 90 days of account inactivity may be found in the following policy announcements:

  • National Institute of Technology (NIST) Special Publication (SP) 800-53 Control: AC – 2;
  • HUD Information Technology (IT) Security Policy 2400.25 REV 4: 5.2.2 – H.  Ensure that user access is reviewed once a year; and
  • HUD Information Technology (IT) Security Policy 2400.25 REV 4: 5.2.2 – J.  Ensure that user IDs are disabled after a period of inactivity of no more than 90 days.

A training intended to provide an overview of this process for TRACS Coordinators and scheduled for Aug. 30, 2017 has reached capacity, but the Department of Housing and Urban Development (HUD) plans to make a recording of the training available via a link on the TRACS website. Specific information regarding the recording will be provided after the class.
