HUD Schedules PBCA Listening Session

The U.S. Department of Housing and Urban Development (HUD) will host a stakeholder listening session to receive feedback on its proposed modifications to the Performance-Based Contract Administrator (PBCA) program on May 29th from 2-4 p.m. Register here by May 21st.

As part of its fiscal year 2025 budget request to Congress, HUD seeks to enable itself to award cooperative agreements to eligible entities to serve as PBCAs through a Notice of Funding Opportunity, rather than a Federal Acquisition Regulation procurement, and to ensure that public housing authorities and their non-profit affiliates, as well as state and local housing finance agencies, are eligible to apply for a PBCA award.

The first listening session, which will be the only session held in person, will be on May 29th from 2-4 p.m. at HUD’s Washington, DC headquarters. This session will also be livestreamed and recorded, but speaking opportunities by stakeholders will be limited to in-person attendees. Registration by May 21st is required.

HUD will host virtual listening sessions on June 5th and 6th; registration for those sessions is forthcoming.
