HUD Publishes Guidance for Supportive Services Funding in Senior Housing

On Feb. 9th, the U.S. Department of Housing and Urban Development (HUD) published LeadingAge-driven guidance on the supportive services fee for Section 202 Project Rental Assistance Contract (PRAC) properties. This long-authorized but little understood budget allotment of $15 to $27 per unit, per month can help eligible HUD-assisted properties provide independent living services to older adults aging in their communities.

In 2021, LeadingAge National alerted HUD to the need for guidance on the supportive services fee, which had been authorized for the Section 202 program but not officially implemented through agency guidance. LeadingAge National has continued to work with its Housing and Services workgroup to provide feedback to help HUD develop implementation guidance, while also working with housing provider members to add the fee to their budgets where possible.

The full guidance document from HUD can be found here. More resources about the supportive services fee, including sample supportive services plans and a policy brief on HUD’s new guidance, are forthcoming from LeadingAge National.

Members are encouraged to contact Juliana Bilowich at jbilowich@leadingage.org to join LeadingAge National’s Housing Network or the Housing and Services workgroup and stay up to date on this and other news affecting affordable senior housing providers.
