Creation of the NYS Office of Community Living

LeadingAge New York previously reported that the New York State Office for the Aging (NYSOFA) would be soliciting public input on whether to create an Office of Community Living (OCL), which is aimed at improving service delivery and program outcomes for older adults and individuals with disabilities by expanding community living integration services. Chapter 57 of the Laws of 2015 (S2007-B/A3007-B) authorized NYSOFA to study the feasibility of creating an OCL. The feasibility study is being done in partnership with the Center for Aging and Disability Education Research at Boston University. This legislation requires NYSOFA to seek public input about the creation of such office.

The first part in soliciting public input is a survey which aims to collect broad public input about coordinating services for older adults and individuals of all ages with disabilities, with the goal of improving service delivery and program outcomes. The study includes two surveys and as explained in the survey cover letter NYSOFA is seeking responses on the first consumer orientated survey from:

- Consumers of long-term services and supports (or other services);

- Family members of, or caregivers to, a consumer; or

- Individuals in need of long-term community services and supports that are not currently receiving them.

The second Provider Survey is directed at:

- Providers of long-term services and supports (or other services) including staff and administrators; and

- Policy-makers or advocates involved with any government sponsored service.

The initial survey findings will be submitted to the Governor.  The second stage of public input will be conducted through public forums. The general public is invited to attend any of the following:

Sept. 21st: 9 - 11 a.m. - University at Albany

Sept. 21st: 2 - 4 p.m. - Clinton Community College

Sept. 22nd: 10 - 12 a.m. - Syracuse

Sept. 22nd: 2:30 - 4:30 p.m. - Binghamton

Sept. 30th: 9 - 11 a.m. - Suffolk County

Sept. 30th: 2 - 4 p.m. - NYC

Oct. 1st: 10 -12 p.m. - Dutchess County

Oct. 7th: 9 - 11 a.m. - Erie County

Oct. 7th: 1:30 - 3:30 p.m. - Monroe County
