DOH Distributes ALP Minimum Wage Reconciliation Survey

The Department of Health (DOH) has issued a survey to Medicaid Assisted Living Programs (ALPs) to collect information that will facilitate reconciliation of minimum wage payments back to 2017. The associated Dear Administrator Letter (DAL) is available here, and the link to the survey itself is here. Although DOH had performed a minimum wage reconciliation for 2017 previously, the current survey asks for 2017 data as well. The level of detail requested in the current survey is lower than previously requested.

DOH has consistently indicated that minimum wage funding that providers receive would be reconciled to actual need. Use of minimum wage funding is limited to increasing wages to the new minimum wage for those individuals whose hourly rate needed to be increased to achieve the minimum, as well as any wage-sensitive benefit costs that increased for such workers.

For those seeking to prepare the data prior to entry, a rough PDF copy of the survey is available here. Members will notice that the survey form asks for minimum wage costs associated with 2016, which was prior to the increase. We are seeking to get some clarification from DOH on this issue and will notify members as soon as we receive it. The survey is due Dec. 11th.
