DOH Releases New MLTC Value-Based Payment Guidance

The Department of Health (DOH) has released guidance to Managed Long Term Care (MLTC) plans requiring them to convert provider contracts into "MLTC Level 1 VBP arrangement contracts" by Dec. 31, 2017. Level 1 value-based payment (VBP) contracts under MLTC entail performance bonuses based on meeting targets for a set of specific quality measures. To qualify under the guidance, MLTC provider contracts must use the state-recommended MLTC VBP Category 1 quality measures. In particular, the contracts must include the potentially avoidable hospitalizations (PAH) measure that is currently implemented in the Managed Long Term Care Quality Incentive Program. MLTC plans and providers may also enter into shared savings, shared risk, and capitated arrangements.

The MLTC VBP quality measures are available here.
