DSRIP Weekly Update-Sept. 15. 2015

This week, there is some new information that may be of interest, including the State's report to CMS, the updated Year 1 Timeline, and resources developed just for you.

Analysis of Revised OMIG Guidance

Last year, we reported on some revised guidance issued by the Office of Medicaid Inspector General (OMIG), specific to Delivery System Reform Incentive Payment program (DSRIP) Performing Provider Systems (PPSs). Updates to Year 1 Timeline

DOH reported that the DSRIP Year 1 Timeline has been updated to reflect recent changes to key DSRIP deliverables. The updates include an extension to the PPS remediation period for the Implementation Plans and PPS First Quarterly Reports to Sept. 24, 2015.  In addition, the mailing of the DSRIP Notice and Opt Out letters to Medicaid members may begin in Nov. 2015. The DOH DSRIP Team has also developed a PPS Quarterly Reporting and Payment Schedule for PPS and others to use as a reference, available here.

State Report to CMS on DSRIP

There are numerous reporting requirements with DSRIP, and the State is not immune! The State must prepare quarterly reports for the Centers for Medicare and Medicaid (CMS). Click here to view the report covering April 1, 2015 to June 30, 2015. In it, you will find details on the implementation phase of DSRIP, including stakeholder education and engagement.  Additionally, it discusses the development of certain policies and procedures. While the report details the activities that you likely experienced as a PPS participant in some manner, you might find it interesting to view the process from the DOH, statewide perspective.

From the MIX

The MRT Innovation Exchange (the MIX) reports out on a regular basis the activity and dialogue regarding MRT initiatives, including DSRIP. In this report, they highlighted resources on cultural competency and engaging key community based organizations. In addition, the Finger Lakes PPS generously recorded and shared a detailed webinar regarding their overall engagement process, contracting and implementation approach.
