DSRIP Weekly Update-Oct. 20, 2015

The Department of Health (DOH) posted new information on the Delivery System Reform Incentive Payment (DSRIP) program website and began accepting comments on the Performing Provider System (PPS) Vital Access Provider (VAP) exemption applications.

Implementation Plans, Quarterly Reports and Consumer Site Available

All PPS Implementation Plans and First Quarterly reports are now posted to the DSRIP website and can be accessed here. In addition, the DSRIP Year 1 Timeline has been updated to reflect recent changes to key DSRIP deliverable,s and can be viewed here.  

DOH has also developed a section of the DSRIP website for Medicaid Members; it can be accessed here. The site houses information provided on the Opt-out process. DOH is developing additional resources regarding this process, which we anticipate being available shortly. For more information on the Opt-Out process, as well as fact sheets for consumers, developed by Medicaid Matters in several different languages, see last week’s update.

VAP Exception Process for Current PPS Leads Forming New Corporations

During the DSRIP Demonstration Period, PPS lead entities may decide to pursue different corporate structures to facilitate implementation.  For this purpose, DOH will permit current PPS Lead entities ONLY to submit new corporation Vital Access Provider (VAP) exception applications for safety net designation.The requirements for any new PPS corporation are delineated in the PPS NewCo VAP Exception Process guidance issued on Sept. 11, 2015. Such applications will be reviewed by DOH and then posted for 30 day public comment before submitting to the Centers for Medicare and Medicaid Services (CMS) for review and approval. Two VAP exception applications are currently open for public comment until Nov. 14, 2015:

Coming Up: PAOP Meeting in November 

As a reminder, the DSRIP Project Approval and Oversight Panel (PAOP) will meet with the upstate-based DSRIP PPSs on Nov. 9-10, 2015 at Hart Theatre Lounge in The Egg Convention Center in Albany. Mon. will be a full day meeting, structured as an update session for the panel members and an opportunity for the panel members to check in with each of the PPSs. Tuesday will be a half-day session. The meeting is open to the public, but there will be no public comment period. No pre-registration is required. The meetings will be webcast and can be viewed live here.
