DataPoint: MLTC Enrollment

According to 2019 monthly Medicaid Managed Long Term Care (MLTC) enrollment reports analyzed by LeadingAge NY, upstate Partial Capitation MLTC Plan enrollment in April 2019 has grown 15.4 percent since last April and 2.7 percent during 2019. In the past year, total Partial Capitation MLTC Plan enrollment has grown by over 25,000 members, representing a 12.6 percent increase. The top 10 Partial Capitation MLTC Plans represent nearly 76 percent of the market share, up from 70 percent last April. Of the five MLTC plan types analyzed, Medicaid Advantage Plus (MAP) enrollment is growing fastest, increasing 51 percent in the past year, primarily in the New York City region. Upstate participants account for 38.7 percent of all Program of All-Inclusive Care for the Elderly (PACE) participation, with 61.3 percent downstate. Total MLTC enrollment for MAP, Partial Capitation MLTC Plans, PACE, and Fully Integrated Duals Advantage (FIDA) has grown to over 259,000 members, which represents a one-year increase of 12.4 percent. Total MLTC membership has grown by over 7,000 during 2019, with 2,400 new members added in the past month.
