DataPoint: MLTC Enrollment

As of July 2018, total Medicaid Managed Long Term Care (MLTC) enrollment for Medicaid Advantage Plus (MAP), Partial Capitation, Programs of All-Inclusive Care for the Elderly (PACE), and Fully Integrated Duals Advantage (FIDA) Plans exceeded 232,000 enrollees. Enrollment since July 2017 grew by over 29,000 participants, which represented a 14.4 percent increase. Close to 27,000 of the past year’s new participants belong to Partial Capitation Plans. Each month, an increasingly larger percentage of the Partial Capitation Plan market share was attributed to the top 10 plans, which now account for over 70 percent of enrollees. The largest annual percentage increases in Partial Capitation Plan enrollment occurred in the Buffalo region, which saw a 33.2 percent increase. The Buffalo region counties with the largest percentage increases were Erie, Niagara, and Orleans, all increasing over 32 percent. The number of PACE plan participants remained constant, FIDA enrollment continued to decline, and MAP Plan enrollment jumped by nearly 40 percent, with over 3,000 new participants.
