DataPoint: MLTC 2019 Enrollment

In 2019, total Medicaid Managed Long Term Care (MLTC) enrollment for Medicaid Advantage Plus (MAP) plans, Partial Capitation MLTC plans, and Programs of All-Inclusive Care for the Elderly (PACE) reached 274,000 members, representing a 12.1 percent one-year increase. Upstate MLTC enrollment represented 14.4 percent of overall enrollment and grew by 12.0 percent. Partial Capitation MLTC plans saw enrollment increase by over 27,000 members, which was a 12.2 percent increase since December 2018. The top 10 Partial Capitation MLTC plans now represent over 77 percent of the statewide market share, up from 72 percent in 2018. During 2019, Partial Capitation MLTC plans grew by over 16 percent in both the Rochester and Buffalo regions, representing the highest regional one-year growth rate. MAP plans grew by 34.3 percent, with total enrollment of over 17,000 members. In contrast, PACE participation decreased by 1.1 percent in 2019.
