DataPoint: Medicare Utilization and Payment

In 2018, aged beneficiaries represented 90.6 percent of total original Medicare Part A enrollment in skilled nursing facilities (SNFs), which now exceeds 32 million, based on Centers for Medicare and Medicaid Services (CMS) Program Statistics. From 2013, the number of covered days decreased by 14.5 percent for all Medicare beneficiaries and by 14.7 percent for aged beneficiaries. Additionally, the number of covered days per admission among aged beneficiaries decreased from 27.07 in 2013 to 24.93 in 2018. While the total number of enrollees increased from 2013, total persons with utilization decreased by 7.5 percent and total program payments decreased by 2.0 percent. The largest percentage of total program payments was found in the 75 to 84 age group (32.4 percent), followed by those aged 85 to 94 (30.4 percent).
