DataPoint: Long-Term Services and Supports in New York

In 2015, the population aged 85 plus in New York State exceeded 433,000, which ranked the state third nationally. Based on an AARP Public Policy Institute state long-term services and supports (LTSS) report, the 85 plus population is expected to grow 28 percent by 2030. The New York State LTSS population aged 85 and over represents 2.2 percent of the state’s total population. The study also concluded that the annual private pay costs of LTSS in private room nursing facilities in 2017 was $140,525, which was 44 percent above the nationwide median. Based on 2017 annual private pay costs, LTSS in New York State assisted living facilities was nearly $48,000, 6 percent higher than the nationwide median. The AARP study also found that Medicaid home and community-based (HCBS) services spending as a percentage of LTSS for older adults with physical disabilities in New York State increased from 43 percent in 2011 to 53 percent in 2016. The 10 percent increase was the sixth largest HCBS growth nationwide.
