DataPoint: Budget Timeliness

In eight consecutive years, New York State approved budgets prior to or near the April 1st deadline. From 2000 to 2010, more than 70 percent of state budgets were signed after the deadline. With the State Fiscal Year (SFY) 2019-20 budget deadline less than one week away, the Executive, Assembly, and Senate are looking to finalize the budget while several important issues remain unresolved. The SFY 2018-19 budget was enacted on March 31, 2018. Last year’s budget was highlighted by an investment of $525 million in Statewide Health Care Facility Transformation Program funding, which promised a minimum of $45 million, or 8.5 percent, to nursing homes to support capital projects that modernize infrastructure or improve health information technology. While the SFY 2019-20 budget agreement date remains undetermined, changes to Case Mix Index (CMI) methodology, which initially proposed a $246 million reduction in funding, are one of the biggest potential health care funding risks.
