DataPoint: August MLTC Enrollment

According to 2019 monthly Medicaid Managed Long Term Care (MLTC) enrollment reports analyzed by LeadingAge NY, total MLTC membership in Medicaid Advantage Plus (MAP), Partially Capitated MLTC, Programs of All-Inclusive Care for the Elderly (PACE), and Fully Integrated Duals Advantage (FIDA) has grown to nearly 267,000 members, representing a 14.2 percent one-year increase. Total MLTC enrollment has increased by over 20,000 members in 2019 and by over 3,000 members in the past month. Partially Capitated plan enrollment now exceeds 241,000 members. Upstate enrollment in Partially Capitated plans represents 15.1 percent of enrollment and has grown by 16.2 percent since August 2018. The largest increases have occurred in the Rochester and Buffalo regions, with both showing growth greater than 22 percent. The top 10 Partially Capitated plans represent over 76 percent of the market share, up from 70 percent last August. MAP enrollment is now 16,900, representing a 47.5 percent one-year increase.
