DataPoint: Adult Care Facility Citations

Statewide, the most commonly cited Adult Care Facility (ACF) inspection deficiencies involved resident services. Resident services accounted for 21 percent of all citations in New York State from October 2016 through September 2017. Other frequently cited deficiencies focused on records and reports (19.1 percent), environmental standards (11.7 percent), admission and retention standards (9.4 percent), and food service (6.9 percent). The top five citations made up 68 percent of all ACF deficiencies. Additionally, disaster and emergency planning and disaster and emergency procedures citations combined for 5.7 percent of ACF deficiencies.

Survey inspection and deficiency data were compiled using complaints, follow-ups, and periodic surveys. Many ACFs were surveyed more than once over the one-year period. Quarterly ACF survey reports are available on the Department of Health (DOH) website and can be accessed here.
