DataPoint: 2018 MLTC Enrollment

In 2018, total Medicaid Managed Long Term Care (MLTC) enrollment for Medicaid Advantage Plus (MAP), Partial Capitation MLTC Plans, Programs of All-Inclusive Care for the Elderly (PACE), and Fully Integrated Duals Advantage (FIDA) grew to nearly 246,000 enrollees, which represented a 14.6 percent increase since December 2017. In 2018, upstate MLTC enrollment represented 14.4 percent of overall enrollment and grew by 17.6 percent. MAP membership increased by 45.7 percent, which was the highest rate of the four MLTC programs, followed by Partial Capitation MLTC Plans, whose enrollment rose by 11 percent. Partial Capitation MLTC Plans also saw 72.3 percent of the market share belonging to the top 10 plans, up from 67.7 percent during December 2017. The largest enrollment rate increase occurred in the Buffalo region, which saw overall enrollment increase by 18.5 percent and Partial Capitation MLTC participation increase by 25.6 percent.
