Three Updates Regarding MLTC Implementation
DOH has posted the following policy updates:
- MLTC Policy 13.01: Transition of Care for Fee for Services (FFS) Participants in Mandatory Counties: This outlines the protections and rights of an individual who is transitioning care from FFS Medicaid in MLTC mandatory counties, including continuity of care. A sample “Notice of Action” with the rights to request an appeal is provided.
- MLTC Policy 13.02: Managed Long Term Care Housing Disregard - A new law provides nursing home residents who are discharged back to the community with additional housing allowance if they join a MLTC plan. A regional income standard is established to help pay for housing expenses for certain individuals who can safely transition back to the community.
- MLTC Policy 13.03: Definition of Community-based Long Term Care (CBLTC) Services –DOH clarifies the definition of CBLTC services as it relates to eligibility for enrollment into MLTC. Social day care, used as a substitute for in-home personal care services, is no longer considered a CBLTC service for this purpose.
