DOH Provides Update on Technical Changes to CHRC System
(July 28, 2025) LeadingAge NY wants to ensure that you are aware of recent technical changes to the State’s criminal history record check (CHRC) system. The Department of Health (DOH) shared the below message, which was sent to providers by the CHRC program leads directly on July 25th. LeadingAge NY has also been sharing with DOH the delays in CHRC processing that we are hearing from members and the impact it is having on your staffing. We urge members to keep us informed regarding your experience so we can advocate accordingly.
DOH message:
Over the past few weeks, ITS has been working on a CHRC application update that was requested by the vendor, Idemia, that provides fingerprinting services for CHRC providers. The CHRC application was updated as of July 17, and there were some changes that were made to the process of scheduling fingerprints. After the initial update, the Livescan documents used to schedule appointments no longer included an “Agency ID” field but instead had a “UE ID” field. Providers needed to utilize the second tab for “UE ID / DOB” scheduling, the next page included a short questionnaire, followed by a form for filling out demographic information. In the past the providers were not prompted to fill out the questionnaire when scheduling appointments. This change caused a significant new workload on providers. After feedback from providers, this update was pulled back on 7/17/25 and IT is working on making the updates to the system that were requested by Idemia without changing the procedure for scheduling fingerprinting appointments. When this happened, another issue resulted in Livescan letters not being issued. ITS has resolved the issue and the Livescan letters were generated Friday afternoon.
