ALP and Nursing Home Minimum Wage Survey Deadlines Approaching
(Sept. 9, 2025) Nursing home and Assisted Living Program (ALP) members should be aware of upcoming minimum wage survey deadlines. The ALP survey, which must be completed and submitted by email as an Excel file, is due Sept. 19th. The Department of Health (DOH) circulated the 2025 ALP Minimum Wage Survey materials by email to ALP providers on July 29th and again today (Sept. 9th). The email contains several attachments: the Microsoft Excel file survey, an instructions document, an attestation form, as well as a Dear Administrator Letter (DAL), also available here. For 2025, the minimum wage increased from $16 to $16.50 in NYC, Long Island, and Westchester County, and from $15 to $15.50 in the rest of the state. The survey, which requests payroll data for January through June 2025, is due by Sept. 19th. The data collected will be the basis for 2025 ALP Medicaid rate adjustments. Programs not impacted by the increase may opt out of the survey by selecting the opt-out option and returning the signed attestation. DOH is fielding questions by email at alp-rates@health.ny.gov. Nursing home providers should note that their survey is collecting data that will be the basis of minimum wage adjustments to 2026 nursing home Medicaid rates. For 2026, the minimum wage will increase to $17 per hour for the NYC, Long Island, and Westchester regions, and to $16 per hour for the remainder of the state. To determine the financial impact of the scheduled minimum wage increase for calendar year 2026, nursing homes are requested to complete the 2026 Nursing Home Minimum Wage Survey, which must be done online here. The survey collects employee wage data from April 1, 2025 through June 30, 2025, which should be consistent with wage data reported on the NYS-45 during the week of April 14, 2025. If a nursing home was not impacted by the increase in minimum wage or chooses to opt out of completing the survey, the provider should select the option to opt out, verify the facility’s information, and upload a signed attestation.
