State Adds Functionality to Electronic Certificate of Need System

(June 10, 2025) The Department of Health (DOH) has upgraded the NYS Electronic Certificate of Need (NYSE-CON) system to improve the functionality of the Modifications Tab. The update allows the submission and review of project modifications.

DOH announced that the Modifications Tab, initially released in March 2024, was upgraded in June 2025 to allow for Modification Contingencies to be created, viewed, and managed in NYSE-CON for current and future modifications. The functionality will be similar to that of the original project’s Contingencies Tab. Information contained on the Modifications Tab is available through the Health Commerce System (HCS) and the Public Authenticated Portal.
