Quality Measures Proposed for Value-Based Payment in FIDA and MAP Programs

The Department of Health (DOH) released a proposed quality measure set for use in value-based payment (VBP) arrangements between providers and integrated Medicare-Medicaid managed care plans. The integrated plan measure set includes measures focused on primary care, such as diabetes management and colorectal screening, and measures targeted at the managed long term care (MLTC) program. Providers' performance or reporting on these quality measures in 2018 is expected to provide the basis for incentive payments in a subsequent payment year. The proposed measure set is available here.

The measures are expected to apply to Medicaid Advantage Plus (MAP) plans, Fully-Integrated Duals Advantage (FIDA) plans, and any successor programs. They do not appear to apply to Programs of All-Inclusive Care for the Elderly (PACE), although this is not entirely clear.
