LeadingAge NY Comments on DOH MLTC and FIDA Reforms

LeadingAge New York submitted comments last week in response to the Department of Health's proposals to reform the Managed Long Term Care (MLTC) and Fully-Integrated Duals Advantage (FIDA) programs.   As described in a white paper entitled, "Building for the Future: Managed Long Term Care Programs in New York," the Department's proposals included the creation of a new Managed Long Term Care Plus program that would be made available to selected managed care plans in certain regions of the State and a series of initiatives intended to increase enrollment in the FIDA program. 

LeadingAge NY expressed support for the goals of the proposed MLTC Plus product -- building stronger connections between MLTC and primary care and stronger care transitions.  However, we advised against the creation of a new product and urged, instead, that any new benefits be added to the existing MLTC program.  We also supported the Department's proposals to relax some of the FIDA marketing restrictions and requirements and proposed a more flexible approach to the FIDA interdisciplinary team (IDT) requirement.  We stressed that the success of both the MLTC and FIDA programs rests on the adequacy of the rates to support high quality, accessible care for a vulnerable population.
