HPD Seeks Comments on Senior Affordable Rental Apartments (SARA) Program

The New York City Department of Housing Preservation and Development (HPD) has released a concept paper on the recently launched SARA program – Senior Affordable Rental Apartments. The program links capital funds for construction with ongoing rental assistance, as well as funding for supportive services, designed to help elders age safely and independently.

SARA is part of Mayor Bill de Blasio’s Housing New York, a 10-year plan to build 200,000 units of affordable housing, of which 10,000 will be for seniors.

Nonprofit developers have expressed concern about the program’s requirement that 30% of residents be formerly homeless. HPD invites interested parties to comment on this and other provisions of the program.
