RFP for Round 3 of the Empire State Supportive Housing Initiative Now Available

New York State has issued a Request for Proposals (RFP) for Round 3 of the Empire State Supportive Housing Initiative (ESSHI). Awards granted under this RFP will fund the service and operating needs of permanent supportive housing units in an integrated setting. Such housing will be developed through capital funding made available through capital funding mechanisms. Funding for at least 1,200 individuals will be awarded through this RFP.

The eligible target populations to be served by ESSHI are families with a qualifying individual, individuals, and/or young adults who are both homeless and identified as having an unmet housing need and who have one or more “disabling conditions or other life challenges.” One such disabling condition/life challenge is being a “frail elderly/senior” – any person who is age 55 and older, enrolled in Medicaid, and requires assistance with one or more activities of daily living or instrumental activities of daily living. Eligible frail elderly/seniors are referred from a Skilled Nursing Facility (SNF) or identified as homeless by a Health Home, hospital, Managed Care Organization (MCO), medical respite, Managed Long Term Care (MLTC), Performing Provider System (PPS), or shelter.

Answers to all questions will be tentatively posted on the Office of Mental Health's (OMH) website by June 5, 2018. The anticipated award date for these funds is Tues., Aug. 7th. Further information regarding this RFP may be found at the Grants Gateway site and through OMH.

Other funding opportunities for the development and refinancing of affordable senior housing will be discussed at a Roundtable Session from 8 to 9 a.m. on May 24th at the LeadingAge NY Annual Conference & Exposition. Specifically, this breakfast roundtable session will provide an overview of how the HUD 2018 Budget will impact senior housing, review the new HUD Notice 2018-02 about SPRACs, discuss opportunities with New York’s Senior Housing Program, and address the soon-to-be-announced RAD for PRAC Program. The session will include a brief overview presentation that will be followed by a general discussion about the budget, programs, and expected next steps.
