New York State Now Accepting Homeless Housing and Assistance Program Grant Applications

The New York State Office of Temporary and Disability Assistance (OTDA) and the Homeless Housing and Assistance Corporation are now accepting applications for funding from the Homeless Housing and Assistance Program (HHAP) through an open Request for Proposals (RFP).

The HHAP allows the State to provide grants and loans for the acquisition, construction, and rehabilitation of properties in order to expand the supply of housing for low-income individuals who are, or would otherwise be, homeless. The final HHAP appropriation for State Fiscal Year 2023-24 is $128 million, with $5 million of that reserved for projects serving homeless persons with HIV/AIDS and another $5 million reserved for projects serving homeless veterans. Additionally, up to $1 million may be used for certain emergency shelter repairs outside of New York City.

Application reviews and award decisions will be made on an ongoing basis, with a notice of termination of the RFP to be posted on OTDA’s website when all available funds are committed. Applicants may visit this website to read more about the RFP or to check if proposals are still being accepted.
