NYS Announces Funding Opportunities for Affordable Housing

HCR Fall 2020 Notice of Funding Availability

New York State Homes and Community Renewal (HCR) has announced the availability of funding under the following programs:

  • Senior Housing Program (SENR);
  • Low-Income Housing Trust Fund Program (HTF);
  • Community Investment Fund Program (CIF);
  • Supportive Housing Opportunity Program (SHOP);
  • Public Housing Preservation Program (PHP);
  • Middle Income Housing Program (MIHP);
  • Housing Development Fund Program (HDF);
  • Federal Housing Trust Fund (FHTF); and
  • All Affordable New York City (AANYC).

HCR has also announced the availability of tax credits under the federal Low-Income Housing Tax Credit Program (LIHTC) and the New York State Low-Income Housing Tax Credit Program (SLIHC). (HCR will release a Section 8 Project Based Vouchers Request for Proposals (RFP) at a later date.)

Applications under this RFP must clearly advance at least one of HCR’s state housing goals, which include: senior housing, housing preservation, community renewal and revitalization, integrated supportive housing, housing opportunity, workforce opportunity, state revitalization and economic development initiatives, and public housing redevelopment. Projects providing a broadband internet connection in dwelling units and/or in common areas will be given priority consideration in the application scoring process. All projects will need to adhere to the 2020 HCR Design Guidelines that were issued over the summer.

Applications are available online and will be submitted through a web-based drop box. A detailed "Capital Programs Manual" is available here. HCR will hold an application webinar that will include a presentation of project application requirements and process. Details for the application webinar will be provided on the HCR website. Applications for Fall 2020 projects must be completed and submitted by 11:59 p.m. on Jan. 13, 2021.

New York State HOME Program

The Housing Trust Fund Corporation (HTFC) has announced the availability of approximately $10 million in federal funds for the New York State HOME Program. The New York State HOME Program is a federally funded program administered by the HTFC Office of Community Renewal (OCR). The program is designed to fund activities to expand the supply of decent, safe, and affordable housing throughout New York. Eligible applicants include non-profit corporations and local governments. Eligible activities include:

  • Housing Rehabilitation;
  • Manufactured Housing Replacement;
  • Homebuyer Down Payment Assistance; and
  • Tenant Based Rental Assistance.
