Housing Trust Fund Corporation and NYS Homes and Community Renewal Announce Funding Opportunities

The Housing Trust Fund Corporation (HTFC) has announced the availability of approximately $16 million in federal funds to be allocated as follows: $10 million for New York State Community Development Block Grant (CDBG) funding for Housing Activities and $6 million for the New York State HOME Program.

Eligible applicants for CDBG funding include villages, towns, cities, and counties throughout New York State that meet specific population requirements. Housing activities that may be funded by CDBG include housing rehabilitation, homeownership, manufactured housing replacement, well and septic replacement, and lateral connection assistance that primarily benefits low- and moderate-income persons. Further information, including the deadline for applications, is available here. Applications must be submitted using the Community Development Online Application System.

Eligible applicants for the New York State HOME Local program include units of local government (counties, cities, towns, and villages), non-profit corporations, Community Housing Development Organizations, and Public Housing Authorities. New York State HOME funds are designed to expand the supply of decent, safe, and affordable housing throughout New York State. To reach that goal, eligible activities include owner-occupied rehabilitation, manufactured housing replacement, and homebuyer down payment assistance. Please note that effective Aug. 1, 2013, not-for-profit organizations must be prequalified in order to do business with New York State. To prequalify, not-for-profit organizations must submit an online Prequalification Application through the Grants Gateway. New York State Homes and Community Renewal (HCR) has also issued a revised notice amending their previous Notice of Funding Availability in regard to the Low-Income Housing Trust Fund Program (HTF), the Community Investment Fund Program (CIF), the Supportive Housing Opportunity Program (SHOP), the Public Housing Preservation Program (PHP), the Middle Income Housing Program (MIHP), the Housing Development Fund Program (HDF), the Housing Choice Project Based Voucher Program (PBV), and the Federal Housing Trust Fund (FHTF). HCR has also announced the availability of tax credits under the federal Low-Income Housing Tax Credit Program (LIHTC) and the New York State Low-Income Housing Tax Credit Program (SLIHTC).
