HCR Releases Fall 2022 9 Percent LIHTC RFP

New York State Homes and Community Renewal (HCR) has released the Fall 2022 Multifamily Finance 9 Percent Low-Income Housing Tax Credit (LIHTC) Request for Proposals (RFP). The deadline to submit applications for funding to support new construction, rehabilitation, or adaptive reuse of site-specific projects that provide multifamily rental housing is Dec. 6, 2022.

Funding is available for projects financed by the following programs:

  • 9 Percent LIHTC – $18 million anticipated
  • Senior Housing Program – $12 million
  • Supportive Housing Opportunity Program (SHOP) – $30 million
  • Middle Income Housing Program (MIHP) – $5 million
  • New York State Low-Income Housing Tax Credit (SLIHC) – $4 million
  • Low-Income Housing Trust Fund Program (HTF) – $22 million
  • Rural and Urban Community Investment Fund (CIF) – $4 million
  • Public Housing Preservation Program (PHP) – $10 million
  • Housing Development Fund (HDF) – $5 million
  • Federal Housing Trust Fund Program (FHTF) – $25 million
  • HOME Program – $2 million
  • Clean Energy Initiative Program (CEI) – $6 million

The funding made available through this RFP is a component of the State’s five-year capital plan to create or preserve 100,000 affordable homes, including 10,000 units of supportive housing. The plan, enacted earlier this year, earmarks a total of $300 million in capital funding for affordable senior housing available to individuals aged 60 and older.

Round 7 of the Empire State Supportive Housing Initiative (ESSHI) RFP was released earlier this year and can be paired with HCR capital funds to provide service and operating funding for supportive housing units serving homeless individuals and families who have one or more disabling conditions or other life challenges, which may include seniors aged 55 and older who are enrolled in Medicaid and have either a chronic condition, physical disability, or require assistance with one or more instrumental activities of daily living.
