DHCR Accepting Comments on Proposed Amendments to Rent Regulations

The New York State Division of Housing and Community Renewal (DHCR) has proposed amendments to various regulations in the Rent Stabilization Code, the Tenant Protection Regulations, and the State and New York City Rent Control Regulations.

The proposed amendments, largely made in accordance with the requirements of the Housing Stability and Tenant Protection Act of 2019 (HSTPA), would – among other measures – repeal regulations relating to high rent vacancy deregulation and high rent/high income deregulation; prohibit fuel pass-alongs for rent-controlled tenants; and modify the manner by which landlords of rent-regulated properties can claim rent increases based on Major Capital Improvements (MCIs) or Individual Apartment Improvements (IAIs).
