USDA Proposes Aligning Resident Income Calculations with HUD's HOTMA Requirements
(July 15, 2025) As reported by LeadingAge, a proposed regulation would make changes required by the Housing Opportunity Through Modernization Act (HOTMA) related to income calculation and net family assets for properties assisted through the federal rural housing programs.
The Rural Housing Service (RHS), a Rural Development (RD) agency of the U.S. Department of Agriculture (USDA), proposes to align USDA Section 515 rental housing or Section 514/516 farm labor housing tenant income and asset calculation requirements with the U.S. Department of Housing and Urban Development’s (HUD) new HOTMA-compliant framework.
HUD has yet to implement HOTMA compliance and may further delay the current January 2026 deadline.
